To help diverse businesses and address cash flow needs, Facebook is introducing ways to access funding and get connected with business resources and networking groups.
Many small businesses are still struggling financially. According to a report from Facebook, 60% of SMBs say they they had difficulty paying business-related expenses, and roughly a quarter reported struggling to pay down loans or debt, bills, rent, and employee wages.
Facebook is announcing new programs and tools to assist businesses with overcoming these challenges. They include:

Instead of waiting the 60 to 120 day period it normally takes to get paid, the Facebook Invoice Fast Track Program will help get businesses paid faster.
Beginning October 1, eligible US-based small businesses will have the opportunity to get cash immediately for the goods and services they’ve invoiced their customers.
The program’s landing page describes how the process works:
Pay 1% of the invoice value in fees
After the business receives payment from Facebook, the client then has to deal with Facebook directly:
“We’ll notify your customers that they’ll pay the Facebook Invoice Fast Track program when the invoices reach term. When they pay us, we’ll use 100% of that money to help more businesses like yours.”
Who is eligible?
There are a few restrictions to this program. For one, the recipient must qualify as a diverse business:
“This program will be available to U.S. for-profit companies that are certified as majority-owned, operated and controlled by racial or ethnic minorities, women, U.S. military veterans, LGBTQ+ people or individuals with disabilities.”
Other restrictions include:
The invoices must have a minimum value of $1,000 and be submitted to a client for payment.
The client must have an investment-grade rating.
In most cases, participating businesses must sell all eligible invoices they have with those clients.
Facebook also covers itself by saying “not all submitted invoices will be funded.”
Be aware that your mileage may vary with this program, as Facebook is not obligated to pay all invoices. But it is an option to explore if you need it.
Facebook is committed to funding $100 million in invoices on an ongoing basis. The nationwide rollout of this program follows a successful pilot test. Registration opens on October 1.Small Business Funding

But it’s especially difficult for people who live in emerging markets such as Africa, India and Brazil or for under-served constituencies in the United States, such as Blacks, Asians, Hispanics and women. These groups have historically lacked the resources, skills and access to information that running a sustainable business requires.
The SmallBusiness Toolkit — a collaborative project of the International Finance Corporation (IFC) – an arm of the World Bank, and IBM – is a free, online resource for these emerging-market and under-served small businesses around the world. The Toolkit helps entrepreneurs and small business owners apply sound business-management practices to drive growth and success.
The IFC has local partners throughout the world and has launched the Toolkit in 24 countries in 13 different languages. In the United States, the Toolkit focuses mainly on women-owned and minority-owned businesses. The ToolKit provides templates, how-to articles and resources in the following areas: finance, operations, accounting, international business, marketing, business planning, sales, legal and insurance issues, technology and human resources, as well as tools and hands-on training.
The IFC first launched the ToolKit in 2002. IBM joined the project in 2006 and has revamped the online aspect of the ToolKit making it more user-friendly and easier to expand. According to Robin Willner, IBM’s vice president of global community relations, IBM has invested more than $1.6 million to rebuild the site using an open source platform complete with Web 2.0 features and community tools such as:

In addition to the online resources, the IFC partners with local partners around the world and within the U.S. in order to provide hands-on business training in community-based workshops. In White’s case, he needed to write an offer letter for a prospective employee and an employee’s handbook outlining sick leave, vacation days, bonuses and other benefits. “We went over this in school,” said White, “but it was all hypothetical.” He found a template for the offer letter – along with other information — under the ToolKit’s HR section. “I didn’t know what other companies were offering in terms of benefits. The ToolKit helped me come up with a document and be competitive.”
White turned to the ToolKit again as he prepared to represent his business at the Prince George’s County Fair. “I have a background in printing, so coming up with the graphics was easy for me,” said White. “But I needed help figuring out how to properly staff the booth.” White said he initially thought he could handle it alone, but the ToolKit helped him readjust his planning.
“There’s a section on participating in a tradeshow that was a real eye opener,” he said. “Turns out you base your booth staffing on the square footage of the entire show. I realized I’d need four people during the day and another four at night. It really helped, because otherwise I could not have handled the volume of people and would have had potential customers walking away.”
Taren Coleman, president and CEO of Coleman Financial Group LLC, was one of the U.S. ToolKit’s first testers. Coleman said she found the site “chock full of information I’ve piecemealed together for years. This is going to be great, especially for people just starting out, because there’s such a breadth of information available.”
Even though Coleman’s business is not new, she said she uses the site as a reference guide. “I always need information, and I can’t always remember everything. If I’m meeting a client who wants to form a business and isn’t sure if it should be an LLC or an S-Corp, for example, I can quickly refresh my memory on the details and offer better counsel,” she said.

For years, businesses and employees alike have wrestled with the problem of bringing personal phones into the workplace. Now, Dell’s enterprise team has created a Virtual Smartphone app that provides secure calls, texts, and apps for Android and iOS alike.
Dell’s Virtual Smartphone app is designed to protect company data and call activity on personal phones.
The Virtual Smartphone app (also known as Dell Business Phone powered by Vonage Business Solutions) is provided in conjunction with Vonage, whose VOIP services will power the phone.
Neither Google nor Apple has really addressed the fundamental problem of the so-called BYOD movement: providing a secured data store to keep business data safe while preserving user contacts and photos. Employees that bring personal phones to work and use them to access business data risk having them remotely erased if they’re fired or leave the company.
Instead, apps like Touchdown HD for Android and the Knox application for Samsung-branded smartphones have stepped in. But those apps are restricted to their respective platforms; Dell isn’t. (Microsoft’s Windows Phone has made separating business and personal data a priority with Windows Phone 8.1 and above.)
“We’re device agnostic, enabling any compatible tablet or smartphone, and we’re also form-factor agnostic, as we run on on any range of display sizes,” said Neal Foster, the general manager of mobility solutions at Dell.How Dell’s Virtual Smartphone works
According to Foster, employees will be asked to download the provisioning app from either the Apple or Google Play app stores. The app will then load, assigning the user a virtual Vonage Voice over IP (VOIP) number that is automatically added to the contact list of their colleagues via Microsoft Exchange and Active Directory.
Dell’s “virtual smartphone” provisioning process allows users to select which components they want to install, including a browser and file manager.
The key, according to Wain Kellum, president of Vonage Business Solutions, is that competing BYOD solutions like Knox don’t distinguish between business and personal calls. Vonage does, and it provides value-added services such as call recording. The Dell-Vonage solution also allows major companies to manage their communications, a key compliance requirement at some companies. Admins can set detailed policies, such as pushing voice calls to an available Wi-Fi network, or locking out a user’s personal number during business hours.
“[VOIP] can dramatically reduce the burden of upgrade cycles,” Kellum added. “One of the things that’s hard with legacy telecommunications infrastructure is adding new, enhanced capabilities, when available, and so the move toward cloud-based communication, embracing your employees’ mobile activities, is hugely beneficial.”
Foster promised that the app will respect the employee’s personal space, even when it it is running in the background. As an example, he said that an employee could take a business call using the app while shooting a photo. The photo would be stored to the employee’s personal camera roll, he said.

Dell’s Virtual Smartphone will be available in October, supporting Android phones running Android 4.0 and above. Dell’s app can run on Apple phones running iOS 6 or 7, with support for both iOS 8 and Windows Phone 8 coming soon, Dell executives said.
Virtual Smartphone will be included as part of four separate plans, starting at $19.99 per line per month for up to 1,000 voice minutes with unlimited texts. Users will also have the option of signing up for storage with Box as well as Microsoft’s Office 365, both of which will integrate into the Dell app.
In general, both users and administrators should find things to like in Dell’s announcement, as it seemingly preserves user and corporate data alike, and adds another option for those wishing to bring their personal devices into the workplace. The catch, of course, is that it’s exclusively tied to Dell’s services.

After bringing down the U.S.-EU Safe Harbor data transfer agreement, Max Schrems is turning his legal guns on the other mechanisms that enable the transatlantic commerce in Europeans’ personal information — and Facebook is in the line of fire again.
He has filed two new complaints about Facebook’s handling of his personal data, and updated another, he said Wednesday. The new complaints are with the Belgian Privacy Commission and the Data Protection and Freedom of Information Commissioner in Hamburg, Germany.
He also updated the complaint, filed with the Irish Data Protection Commissioner, that ultimately put an end in the Safe Harbor Agreement.
What’s bothering Schrems is that Facebook Ireland, the entity through which Facebook operates its business outside the U.S., is transferring personal information about him to the U.S. in a manner that he maintains is illegal.
European Union privacy law requires that companies only export the personal data of Europeans to countries that provide an adequate level of privacy protection, a level that includes freedom from illegal surveillance by government bodies.
U.S. and European privacy laws differ significantly, yet many of the world’s biggest data processors are based in the U.S.
To make it easy for U.S. companies to serve European customers and comply with EU privacy law, in July 2000 U.S. officials and the European Commission brokered the Safe Harbor Agreement, under which companies could register and self-certify that they would respect EU standards of privacy protection when processing data in the U.S.
This prompted Schrems to file a complaint about Facebook’s handling of his data — in Ireland, because that’s where the Facebook subsidiary legally responsible for European users’ personal information is based. The Data Protection Commissioner dismissed his complaint, and Schrems, unsatisfied, appealed to the High Court of Ireland, which in turn referred questions about the interpretation of the 1995 directive to the Court of Justice of the European Union.
The European Commission and the national data protection authorities put a brave face on it, saying that they were close to finalizing a stronger data protection agreement with U.S. authorities, giving companies reliant on Safe Harbor a three-month grace period in which to make alternative arrangements — and reminding everyone of the alternate legal mechanisms that Safe Harbor was brought in to simplify.
While the CJEU’s ruling specifically targeted Safe Harbor, it raised doubts in the minds of legal scholars about the validity of the other legal mechanisms to protect data transfers. German regional data protection authorities like the one in Hamburg were so concerned, they refused to issue new authorizations to use such mechanisms, and said they would audit and even prosecute companies that did not have appropriate protections in place. The safest place for Europeans’ data, they said, is in Europe.
Schrems’ latest complaints make that same point, seeking to demonstrate that no legal mechanism available to Facebook Ireland can oblige or enable its U.S. parent company to protect his personal information to the extent required by EU law.
It now appears, though, that since November 2013 the company has been relying on a binding corporate rule, which it updated on Nov. 20. A few days before Schrems filed his updated complaint — and some six weeks after he requested the information — Facebook provided his lawyers with a copy of its contract with Facebook Ireland governing the exchange of data.
